How loud is too loud at work?

Are custom plugs better than the foam ones my employer supplies?
Foam works well when inserted correctly and replaced often. In practice it is frequently neither. A custom mold seals the same way every time and stays comfortable, which is why people keep it in.
Can I still hear machinery alarms and colleagues?
